A Resolution of the City Council of the City of Laredo, Texas authorizing the City Manager to submit a grant application in the amount of $153,083.75 to the U.S. Department of Justice Program for the purpose of funding the Patrick Leahy Bulletproof Vest Partnership Grant for FY 2026. The funds will be utilized to replace approximately 145 vests that have exceeded the recommended life expectancy. If awarded the Bulletproof Vest Partnership Program will provide funding in the amount of $76,541.88 with the other 50% of the project being provided by city match, from General Fund. Funding is available in the Special Police Fund.

BACKGROUND
The Patrick Leahy Bulletproof Vest Partnership (BVP), created by the Bulletproof Vest Partnership Grant Act of 1998 is a unique U.S. Department of Justice initiative designed to provide a critical resource to state and local law enforcement to help save the lives of law enforcement officer by providing funds to support the purchase of bulletproof vests. Since 1999, the BVP program has awarded more than 13,000 jurisdictions of a total of $548 million in federal funds for the purchase of over one million vests.
