Title: Consideration for approval of FY23-ENG-04 Market St. Elderly Affordable Rental Housing Project located at 810 Sanders Avenue project as complete, approval of change order No.1, a total decrease in the amount of $48,450.00, and an increase in contract time of 32 calendar days to adjust for final project close-out items, release of retainage, and approval of final payment in the amount of $58,677.50 to Midas Contractors, LLC. PREVIOUS COUNCIL ACTION
On January 17, 2023, City Council awarded a construction contract FY23-ENG-04 to the lowest responsible responsive bidder Midas Contractors, LLC., Laredo, Texas; in the amount not to exceed $1,222,000.00 for Market St. Elderly Affordable Rental Housing Project located at 810 Sanders Avenue, Laredo, Texas including total base bid, and total deductive alternates 1 through 4, consisting of constructing of a seven single unit affordable housing project complex with associated site and utility improvements. The construction contract time for the project is 180 calendar days and authorizing the Interim City Manager to execute all related contract documents contingent upon receipt and approval of insurance and bond documents. Funding is available in the Home Investment Partnerships Program.

Two (2) electronic bids through Cit-E-Bid and one (1) manual bid were received at the City Secretary's office on or before Thursday, December 8, 2022, at 4:00 P.M. The bids received were publicly opened, read and taken under advertisement on Friday, December 9, 2022, at 10:00 A.M.

The three (3) bids and bid bonds received were reviewed by Sepulveda Associates Architects, Inc., and attached is the letter of recommendation.
