BACKGROUND
The preliminary application is designed to capture high-level project details that will enable the funding agency to vet viable projects. This is why there is no estimated project cost or scope of work details available for purposes of this item. This is a new grant program created pursuant to Senate Bill 1555 (89th Legislature) which established the Texas Off-System Rail Grade Separation State Fund. This program provides financial assistance for rail grade separation projects in Texas that will improve public safety, support economic development, and reduce traffic congestion. The program is divided into 2 phases. The first phase is to submit a preliminary application and if selected by the agency committee, the City will then be invited to Phase 2 which will be to complete a full detailed application which will include a 10% non-state match commitment by the City. The deadline to submit the preliminary application is November 14, 2025; thus, this item to ratify authorization to submit.
