BACKGROUND
Request for qualifications (RFQ) were posted and advertised on the Laredo Morning Times on June 16 and 23, 2024. An RFQ Pre-Proposal meeting was held at the Utility Department conference room on June 24, 2024. Four (4) submittals were received on Friday, June 28, 2024. The statements were reviewed by the selection committee and scored accordingly. Statements were received from: Plummer Associates, Inc., Mead & Hunt, Inc., Parra & Co., and Premier Engineering Surveying. Mead & Hunt, Inc. teamed up with Parra & Co
