An Ordinance of the City of Laredo, concerning a voluntary annexation request by Javier De Anda, on behalf of NDAS Development, LLC, altering and extending the boundary limits of the City of Laredo to annex approximately 23.942-acres, more or less, of land located southeast of Cuatro Vientos Road and Sierra Vista Boulevard; providing for the effective date of the ordinance; authorizing the City Manager to execute a contract adopting a service plan for the annexed territory; and establishing the initial zoning of B-3 (Community Business District) for the subject tract, as described by metes and bounds in the attached Exhibit "A."

BACKGROUND
Pursuant to Section 43.0673 of the Texas Local Government Code, a public hearing before the City Council was held for the proposed annexation on May 18, 2026. The petition for annexation was presented before the Planning and Zoning Commission on April 16, 2026 for recommendation.

The Future Land Use Map identifies this tract as Neighborhood Mixed Use.
