An ordinance repealing Ordinance Number 2023-O-202, which authorized the City Manager to accept and enter into a contract with The Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), amended the FY23-24 budget, and amended the FY23-24 full time equivalent (FTE) listing for the City of Laredo Health Department; such ordinance must be repealed because SAMHSA has recommended voluntary relinquishment of the funds.

BACKGROUND
The City of Laredo Health Department applied and was awarded the Drug Court Based Substance Use Treatment Program #1H79TI086353-01 on 09/08/2023 with a project period of 09/30/2023 to 09/29/2028.
Upon further review, the City of Laredo did not meet the minimum requirements for this award; therefore, the City of Laredo Health Department willingly relinquishes any and all unobligated balance of funds as well as any future support for this award.
Of the $400,000.00 awarded to City of Laredo, $0 have been expended as of 12/08/2023. Therefore, the unobligated balance of funds remaining is $400,000.00 of which will be relinquished and thus the FY 2023-2024 budget shall be amended as such.
