Title: Consideration for approval of the selection of consultants for RFQ FY26-ENG-49, Construction Materials Quality Testing and Subsurface Exploration Services FY2026–FY2030, and authorizing the City Manager to negotiate professional services agreements with the selected consultants for projects assigned on a rotation basis. The rotation list shall be effective for an initial term of two (2) years, with one (1) option to renew for an additional two (2) years, for a total term not to exceed four (4) years, beginning October 1, 2026, and ending September 30, 2030. Individual professional services agreements will be issued on a per-project basis, subject to available funding, with the scope, term, and compensation established for each respective project. 6. Carrillo & Associates, Inc., Laredo, Texas
7. Castle Engineering & Testing, LLC, Laredo, Texas
8. Millennium Engineers Group, Inc., Laredo, Texas
9. CMT-Tec LLC, Laredo, Texas
10. Tolunay-Wong Engineers, Inc., Harlingen, Texas

Funding shall not exceed $100,000.00 per project assignment and shall be subject to available funding in the respective budget account, unless otherwise authorized by City Council. There is no financial impact at this time.

Consultant performance will be monitored in accordance with established guidelines. Any performance deficiencies may result in suspension of project assignments or removal from the rotation list.
