A Resolution of the City Council of the City of Laredo, Texas, establishing a continuing policy for organizational efficiency, consolidation of complementary functions, improved utilization of City assets and facilities, and cost-effective delivery of municipal services; declaring the City Council's intent to consider certain departmental consolidations and realignments; supporting the creation and consolidation of certain administrative functions; providing for the evaluation of alternative service-delivery models; establishing a citywide facilities utilization framework; recognizing organizational consolidations previously authorized by the City Council; recognizing the respective legislative and administrative responsibilities of the City Council and City Manager; and providing for related matters.
