Authorizing the City Manager to execute a second amendment to an Interlocal Agreement between the City of Laredo and the Webb County-City of Laredo Regional Mobility Authority (WC-CL RMA) for the Springfield Phase 4 Extension Project. The WC-CL RMA will be funding the project in an amount not to exceed $1,000,000.00 for the construction of Phase 4 to no longer be from TxDOT Category 12-Strategic Partnership (RMA) funds, and instead be funded with Vehicle Registration Fee revenues. Funding will include material testing and construction for the project from the Intersection of Hospitality Drive and Springfield Avenue to the Eastbound Frontage Road of US 59. There is no financial impact for the City of Laredo at this time.

PREVIOUS COUNCIL ACTION
On June 10, 2024 the City council motioned to authorize the City Manager to execute a first amendment to an Interlocal Agreement between the City of Laredo and the Webb County-City of Laredo Regional Mobility Authority (WC-CL RMA) for the Springfield Phase 4 Extension Project. The WC-CL RMA will be funding the project in an amount not to exceed $1,000,000.00 to include environmental services, material testing and construction for the project from the intersection of Hospitality Drive and Springfield Avenue to the Eastbound Frontage Road of US 59. The City has previously completed all services related to utility coordination, design, survey, permitting, investigation, core borings, subsurface exploration, evaluation, planning and engineering services, and acquisition of right-of-way.
On March 18, 2024, the City Council approved to authorize the City Manager to amend the Interlocal Agreement (ILA) for the Springfield Extension Project with the Webb County-City of Laredo Regional Mobility Authority (WC-CL RMA), to accept a contribution of an additional $1 million from the WC-CL RMA and to revise the scope of work in order for the WC-CL RMA to design and provide construct oversight on the Springfield Exte...
