Authorizing the City Manager to enter into a consulting services contract for a Comprehensive Water and Wastewater Rate Study with Raftelis of Austin, Texas in the amount of $215,968.00. Scope includes completing a Strategic Communication Plan. In the Communication Plan tasks, the consultant has identified some optional tasks and budgets. These tasks which include Strategic Communication Plan, Conservation Planning, Additional Research and Community Engagement are optional tasks and are priced at $115,697.00. The fee is $100,271.00 without the optional tasks. Funding for this contract is available in the Waterworks - 2022 Water Revenue Bond and Sewer System - 2022 Sewer Revenue Bond.

On February 20, 2024, City Council tabled the item. On March 2, 2024, City Council considered and selected of Raftelis of Austin, Texas for a consulting services contract for a Comprehensive Water and Wastewater Rate Study.
BACKGROUND
Request for Qualifications (RFQ) were advertised on October 22 and on October 29, 2023. The RFQ was closed on December 1, 2023. The evaluations resulted in a four (4) to one (1) recommendation to select Raftelis of Austin, Texas.
