A Resolution of the City Council of the City of Laredo, Texas, authorizing the City Manager to ratify the acceptance of a grant in the amount of $27,803.85 from the Office of the Governor, Public Safety Office, Criminal Justice Division for the FY2026 First Responder Mental Health Grant, Peer Support Program. The grant performance period will be October 01, 2025 through September 30, 2026. The Laredo Police Department will utilize this funding to obtain a professional service contract for Clinical Advisory for Trauma and Work-Related Counseling, training, and outreach supplies for the sustainment of the LPD Peer Support Program. The City of Laredo will be responsible for the required match of $6,950.97, from General Fund, for a total project amount of $34,754.82. Funding is available in the Special Police Fund.

BACKGROUND
The purpose of the First Responder Mental Health Program is to provide services and assistance directly to peace officers and first responders to address direct and indirect trauma that occurs in the course of their normal duties either as the result of the commission of crimes by other persons or in response to an emergency. The objectives of the program are to: provide a confidential, specialized, evidence-based approach to treating and reducing stress for officers and first responders improve coping mechanism and strategies; increase morale and productivity; and reduce stigma associated with seeing help by providing safe, effective and confidential services. Federal funding is authorized for these projects under the Victims of Crime Act (VOCA) of 1984.
