A resolution of the City Council of the City of Laredo, Texas, authorizing the City Manager to execute the attached “First Amendment to Interlocal Agreement” also referred to as “ILA” herein which is to be entered into between the Webb County-City of Laredo Regional Mobility Authority (WC-CL RMA) and the City of Laredo for the purpose of clarifying the obligations under the existing Interlocal Agreement (“existing ILA”) dated October 2, 2020 regarding the development of the Vallecillo Road Project (“Project”). The project consists of the construction of a new 2.75-mile, 5-lane roadway, including concrete pavement, curb, sidewalk, storm drain, culverts and new utilities, from the intersection of Farm-to-Market Road 1472 (Mines Road) and Muller Memorial Boulevard to the Interstate Highway 35 Southbound Frontage Road. The Parties have each determined that it is in their best interest to amend the EXISTING ILA to provide for the WC-CL RMA funding commitment and the responsibilities and obligations of the Parties related to the Project.

PREVIOUS COUNCIL ACTION
On August 13, 2020, the City Council of the City approved a motion to direct staff to enter into an interlocal agreement with the WC-CL RMA with a commitment as to the City of Laredo's participation of $5,000,000.00 toward the construction portion of the Development Costs of the Project, with such commitment being contingent upon approval and finalization of Additional Funding.
BACKGROUND
The WC-CL RMA and the City entered into an Interlocal Agreement, effective September 18, 2020, whereby the Parties agreed to contribute the funds needed to finance the development of a new 2.75-mile, 5-lane roadway, including concrete pavement, curb, sidewalk, storm drain, culverts and new utilities, from the intersection of Farm-to-Market Road 1472 (Mines Road) and Muller Memorial Boulevard to the Interstate Highway 35 Southbound Frontage Road.
