Apalachin, NY who is the sole source vendor for purchases within fiscal year 2025 not to exceed the annual amount of $77,449.00. This purchase will be for Posi-Shell environmental coating base mix bags for the Solid Waste Department and funding is available in the Solid Waste Fund.

BACKGROUND
Fiber and cement mortar is used to replace the use of on-site soils for daily cover at the disposal site. The Solid Waste Department uses both products, the Posi-shell is a patented blend of clay binders, reinforcing fibers, and polymers that when mixed with water, produces a spray-applied mortar forming layer of durable stucco, the base mix bags are used Monday thru Friday as alternate daily cover (ADC) to save landfill space & dirt. The Solid Waste Department uses the earthen soil for erosion control, flagging & to start covering the working area (trash) with soil starting Wednesday finishing on Saturday.
