SUBJECT
Authorizing the City Manager to enter into Temporary License Agreements for baseball, softball and soccer field use by various approved baseball, softball and soccer Youth Sports Associations who have met the requirements as set under the Agreement. The term of each agreement being from March 1, 2024, through December 15, 2024.

PREVIOUS COUNCIL ACTION
On October 17, 2022, Council approved Ordinance 2022-O-174 to amend Chapter 23, Section 23-4 (Parks and Recreation) of the Code of Ordinances of the City of Laredo to incorporate a flag football league fee of $200 per team; to incorporate a $10.00 fee per player per year, or $5.00 per year if they have a current membership card for any City of Laredo Recreational Facility, for all players participating in local leagues that have entered into temporary license agreements with the City of Laredo; and authorizing the Interim City Manager to amend the City of Laredo FY22-23 Recreation Fund budget by appropriating revenues and expenditures in the amount of $45,000. Revenues are from funds generated by the team fees and players' fees and will be used for recreation equipment, maintenance, and operations for the fields.
BACKGROUND
It is proposed to grant local associations the right and privilege to use city playing fields for their scheduled games and that the license to each will provide that it is for the term March 1 through December 1, 2024, A $10 fee per year or $5, if they have a current membership card for any City of Laredo Recreational facility, will be charged to all players participating in local leagues that have entered into temporary license agreements with the City of Laredo. Each association will use a specific playing field for baseball, softball, soccer, and flag football programs for the youth/adult programs of Laredo. There will be a license agreement with each of the associations.
