PREVIOUS COUNCIL ACTION

On June 6, 2025, Ordinance 2025-O-133 was approved to establish an Amnesty Certificate of Occupancy Program.

 

BACKGROUND

The City of Laredo established the Amnesty Certificate of Occupancy (CO) Program through Ordinance 2025-O-133 to provide a process for property and business owners to obtain a replacement Certificate of Occupancy or establish a Certificate of Occupancy record when no record exists, subject to established eligibility requirements. The proposed amendment will also establish a Certificate of Occupancy with Conditions, providing an option for businesses to begin operating when only minor items remain outstanding and the outstanding items do not pose a health or safety risk. To support the administration, review, and processing of these services, a fee is being proposed for the Amnesty Certificate of Occupancy and Certificate of Occupancy with Conditions processes.
