BACKGROUND
In January 2023, the Laredo City Council approved the purchase and installation for labor, materials, design, testing, training, documentation, maintenance, and remote based support for software KOVA Emergency Alert Notification Systems (KEANS). The KOVA Emergency Alert Notification System (KEANS) is a critical software system used for emergency alerts and notifications at the Laredo International Airport. KOVA continued After installation, KOVA Corp. continued to provide remote based support for a year.
The Airport is requesting to approve a five year contract with KOVA Corp for a total of $111,964.84 for the purposes of extending warranty coverage for KEANS. Continued warranty coverage is essential for maintaining reliable operation, technical support, and necessary updates. Because the Laredo International Airport is a Part 139 airport, it is mandatory to have full functioning emergency communication system through 14 CFR 139.
