Discussion with possible action to direct the City Manager and appropriate departments to review the City’s existing ordinances, permitting requirements, right-of-way regulations, enforcement procedures, and fees related to fiber-optic and telecommunications infrastructure, in response to ongoing concerns regarding damage to private property caused by providers, contractors, and subcontractors; and to return to City Council with recommendations to strengthen regulations and enforcement to the maximum extent permitted under Texas law. The review shall include requirements for timely repair and restoration of damaged property, contractor identification and accountability, resident notification and complaint response, inspections, penalties, financial responsibility, and maximum allowable fees; while also identifying limitations imposed by state law on municipal regulation of telecommunications infrastructure and all lawful measures available to the City to better protect residents and ho...
