Consultation with outside legal counsel concerning the development of an ordinance establishing procedures and enforcement mechanisms for alleged violations of the City Charter, including procedures for complaints, investigation, notice and opportunity to respond, due process protections, determination of violations, appropriate remedies or sanctions authorized by law, conflicts of interest, and any matters incident thereto.
