Legislative consulting enhances the City’s voice at the state level, helping to secure funding for infrastructure, economic development, transportation, and other goals within the plan. It also positions Laredo to proactively monitor state policy impacts and coordinate across jurisdictions-core to the governance framework laid out in the comprehensive plan. By structuring the contract in one-year terms, the city maintains flexibility and accountability while pursuing sustained strategic advocacy.

Previous RFP for state services was more than 8 years ago.
BACKGROUND
The City uses state and federal lobbyists to assist with efforts in Washington, D.C. and Austin. The contract is a three year term to get us through the legislative session and the next one in 2027. Cost and structure of the contract will be the same with no increase. McWilliams was the sole RFP submitted.
