Consideration for approval of Amendment No.1 - Work Authorization #1 an increase of $2,700,918.11 to a professional services contract with LJA Engineering, Inc., Laredo, Texas for the FY24-ENG-11 City of Laredo Solidarity Colombia Bridge Expansion. This amendment no.1 is to provide data collection, environmental services, and preliminary schematic design services. Current contract amount with this amendment is $4,616,121.34 Funding is available in the Capital Improvement Funds.

PREVIOUS COUNCIL ACTION
On May 20, 2024, City Council approved to award a professional services contract to LJA Engineering, Inc., Laredo, Texas, in the amount not to exceed $1,915,203.23 for FY24-ENG-11, City of Laredo Solidarity Colombia Bridge Expansion to provide project management, bi-national & stakeholder project development meetings, consultations and coordination, presidential permit application services and conceptual planning,
environmental constraint and mapping. Funding is available in the Bridge Construction Fund.
On April 2, 2024 City Council approved motion to authorize the City Manager to select and negotiate a professional service contract with the top ranked consultant for the City of Laredo Solidarity Colombia Bridge Expansion RFQ FY24-ENG-12. A total of two firms responded to the request for qualifications on February 8, 2024, and both firms conducted presentations before the evaluation committee on Wednesday, March 20, 2024.

The evaluation committee which consisted of City of Laredo staff and a member of the Port of Entry Advisor Committee, recommends the selection of LJA Engineering, Inc. Laredo, Texas. There is no financial impact at this time.
