A Resolution of the City Council of the City of Laredo, Texas, establishing a property tax rate budget planning policy; directing that when the voter-approval tax rate exceeds the City's existing tax rate, the voter-approval tax rate shall generally be used as the initial revenue capacity assumption in development of the City Manager's proposed annual budget; requiring presentation of the voter-approval, existing, and no-new-revenue tax rate scenarios; preserving the City Council's annual authority to adopt any lawful property tax rate; and providing for related matters.
