BACKGROUND
In 2020, the City of Laredo and the State of Nuevo Le?n, Mexico, entered into a Memorandum of Understanding (MOU) to strengthen cross-border collaboration and promote goodwill between the two entities. As part of this agreement, both parties committed to exploring opportunities for cooperation in areas of mutual interest, including public safety and emergency response.

In alignment with this commitment, the City of Laredo Fire Department has identified one surplus vehicle, a 2010 Freightliner ambulance (Unit #267), for donation to the Municipality of Santa Catarina, Nuevo Le?n, Mexico. The vehicle has been fully depreciated, holds minimal or no monetary value, and is no longer part of the City's active fleet. Donating the ambulance will provide meaningful benefit to Santa Catarina's emergency response services while also honoring the City's international partnership with Nuevo Le?n.

The ambulance will be donated "as is," and the City of Laredo shall assume no liability for its use following transfer. This action further reinforces the City's ongoing efforts to support regional cooperation and strengthen binational relationships under the framework established by the 2020 MOU.
