An ordinance of the City of Laredo, Texas, concerning a voluntary annexation request by Baltazar Hinojosa, on behalf of Ben-Bal, LLC, altering and extending the boundary limits of the City of Laredo to annex approximately 13.735 acres of land, more or less, located north of FM 1472 and Ben-Hur Ranch Road; providing for the effective date of the ordinance; authorizing the City Manager to execute a contract adopting a service plan for the annexed territory; and establishing the initial zoning of B-1 (Limited Business District) for an approximately 13.735 acres of land, more or less, as described by metes and bounds in the attached Exhibit "A."

PREVIOUS COUNCIL ACTION
This item was introduced at the regular council meeting of February 17, 2026. Upon the introduction of the ordinance, City Council motioned to follow the recommendation of the Planning and Zoning Commission and establish the initial zoning designation of B-1 (Limited Business District) instead of the proposed M-1 (Light Manufacturing District).
BACKGROUND
Texas Local Government Code Section 43.0673 requires a public hearing before City Council. The public hearing was held on January 20, 2026. The petition for annexation was presented before the Planning and Zoning Commission on November 6, 2025 for a recommendation. The petition will subsequently go before City Council for final reading of the ordinance on March 16, 2026.

Tract 4 - 13.735 acres of land, more or less, located at north of FM 1472 and Ben-Hur Road.
