Authorizing the City Manager to award Service Contract FY25-047 to the lowest responsive bidder, Ace Pipe Cleaning, Inc. of Kansas City, Missouri, in the amount of $2,795,592.00 for the provision of all necessary machinery, equipment, labor, supervision, and related appurtenances required for the South Side 54-Inch Collector Rehabilitation - Phase I. The scope of work includes to assess the pipe condition and identify areas in need of rehabilitation. Funding is available in the Sewer System Fund- 2022 Sewer Revenue Bond.

BACKGROUND
The 54-inch South Side Sewer Collector is the largest pipeline within the City of Laredo’s sanitary sewer system. Over the past year, the line has experienced multiple structural failures. This project aims to assess the condition of the pipeline, identify areas in need of repair, and implement necessary measures to prevent future failures, thereby ensuring the continued structural integrity and reliability of the system.

2. AIMS Companies Pipeline Video Inspection LLC, Pearland, Texas
Total Cost Proposal: $5,608,500.00
It is assumed that approximately 30% of the 25,000 linear feet of the 54-inch pipe contains debris, resulting in an estimated 4,471 cubic yards of material to be removed. At a unit cost of $450.00 per cubic yard, this accounts for the bulk of the disposal cost included in the quote.
