Title: A Resolution of the City Council of the City of Laredo, Texas, authorizing the City Manager to submit a grant application in the estimated amount of $66,000.00 to the Texas Department of Transportation to fund the FY 2026 STEP Impaired Driving Mobilization (IDM) program. The performance period is during enforcement waves scheduled on holidays between October 01, 2025 through September 30, 2026. This grant funding is to pay overtime salaries for officers to increase enforcement to arrest individuals driving while intoxicated (DWI) and driving under the influence (DUI) of alcohol by minor. The City of Laredo is required to match approximately $15,500.00, from General Fund. Funding is available in the Special Police Fund.

BACKGROUND

The Texas Department of Public Transportation has made a grant titled STEP Impaired Driving Mobilization (IDM) Program available to the Laredo Police Department. Selective Traffic Enforcement Program (STEP) projects reimburse overtime activities by local law enforcement to reduce crashes by focusing enforcement efforts on high crash areas called Enforcement Zones. IDM project conducts enforcement waves during holiday periods to increase arrests for driving while intoxicated (DWI), and/or driving under the influence (DUI) of alcohol by a minor. The IDM Waves scheduled are the Christmas/New Year's Wave, Spring Break Wave, Independence Day Wave, and Labor Day Wave.
