Consideration for approval of FY24-ENG-01 Landfill Phase 4 & 5 Project as complete, including all warranty certificates, release of retainage, and final payment in the amount of $258,731.55 to 4x Construction Group, Mansfield, Texas, and approval of change order No. 1 for an increase of $15,728.40. The final construction contract amount is $4,794,227.40 with a construction contract time of 249 days. Funding is available in the Solid Waste Fund 2022 Certificate of Obligation Bond.

PREVIOUS COUNCIL ACTION
On December 4, 2023, City Council approved to award a construction contract to the lowest bidder 4x Construction Group, LLC, Mansfield, TX in the amount of $4,778,499.00 for the construction of five disposal cells - Phase 4, Cells 1, 2 & 3, and Phase 5, Cells 1 & 2 for the City of Laredo's Landfill at the City of Laredo Municipal Landfill located at 6912 Hwy. 359, with a construction contract time of two hundred (200) calendar days; and authorizing the City Manager to execute all related contract documents contingent upon receipt and approval of insurance and bond documents. Funding is available in the 2022 Solid Waste C.O. Bond.
BACKGROUND
The project includes the construction of five disposal cells - Phase 4, Cells 1, 2& 3, and Phase 5, Cells 1 & 2 for the City of Laredo's Landfill (MSW 1693B). The Phase 4
& 5 construction project includes approximately 19.1 acres of a lined cell at the
southwest section of the Landfill. Phase 4, cell 2 & 3, and Phases Cell l& 2 consist of
approximately 170,000 cubic yards of excavation, 88,000 cubic yards of fill, 550,000
square feet of geosynthetic clay liner, 60-mil HDPE geomembrane and 200mil geo
composite drainage layer installation, leachate collection system installation, and
315,000 square feet of separation liner installation shall include approx. 2,600 LF of
flex base roadway, 2,100 LF of earthen channel and force main improvements.
