An Ordinance authorizing the City Manager to grant a non-exclusive franchise to Coyote Enviro STX to use the present and future streets, avenues, alleys, roads, highways, sideways, easements and other public rights-of-way of the City of Laredo, Texas for purpose of constructing, maintaining and operating a commercial container refuse gathering and disposing service, setting for terms and conditions to govern the franchise; Providing a severability clause, a savings clause and an effective date. Franchise fees will be deposited into General Fund.

BACKGROUND
The applicant has requested a nonexclusive franchise agreement from the City of Laredo for the purpose of operating a commercial refuse gathering and disposal service. The applicant is starting a new business that requires a franchise agreement with the City of Laredo. This is the third reading of the three required readings.
