Authorizing the City Manager to submit a competitive grant application to the Federal Transit Administration competitive FY2023 Section 5339(b) Buses and Bus Facilities Grant Program in the amount of $20,000,000.00 with a local match of 20% to 50% of the total of $25,000,000.000. Local Match will be from CO Bond and land as in-kind for $2,372,229.00 for the construction and completion of Phase I and Phase II for the new El Metro Transit Administration, Operations, and Fleet Maintenance Facility.

BACKGROUND
The U.S. Department of Transportation's Federal Transit Administration (FTA) announced the availability of approximately $1.5. billion to support American transit vehicle manufacturing - including zero-emission buses - help build bus facilities, and promote workforce development. Historic investment in transit, made possible by President Biden's Bipartisan Infrastructure Law and as part of his Investing in America agenda, will help transit agencies replace aging buses, reduce air pollution, provide good-paying jobs, and improve the reliability of transit systems.
