A resolution of the City Council of the City of Laredo, Texas, authorizing the City Manager to submit an application to the Substance Abuse and Mental Health Services Administration (SAMHSA) for the Implementing Zero Suicide in Health Systems Program Grant, in the total estimated amount of up to $2,000,000.00, with no match for the City of Laredo Public Health Department, for a total of a five (5) year term, to be effective on September 30, 2026 through September 29, 2031, and further authorizing the City Manager to execute all documents resulting from the award of this grant. Any funding as a result of this application will be appropriated in the Laredo Public Health Department Fund - Implementing Zero Suicide in Health Systems Program Grant.

BACKGROUND
The City of Laredo Public Health Department wishes to apply for this funding opportunity by the Substance Abuse and Mental Health Services Administration (SAMHSA) for the Implementing Zero Suicide in Health Systems. Through this program Laredo Public Health will be able to provide support to healthcare systems in implementing the Zero Suicide framework, an evidence-based approach designed to reduce suicide ideation, attempts, and deaths among individuals at risk. The Zero Suicide model focuses on strengthening system-wide capacity through workforce training, early identification, evidence-based treatment, and improved care coordination. This funding opportunity addresses the growing need for comprehensive and data-driven suicide prevention efforts across healthcare settings.
