BACKGROUND

The City issued Request for Proposals (RFP) FY25-099 in September 06, 2025 for the procurement and installation of solar panels in accordance with the scope of work and specifications outlined in the solicitation. Upon the close of the proposal period, one (1) proposal was received.

Staff completed a review of the submitted proposal and determined that the vendor’s submission does not align with the original scope of work and requirements established in the RFP. Specifically, the proposal materially deviates from the economic model pursued by the City.

The committee recommend to reject the bid and rebid.
