Title: Consideration to award RFP FY25-011 a six-year contract to Carbyne Inc., New York, NY in the total amount of $1,777,878.42 to purchase APEX, a Next Generation 9-1-1, Cloud Native Call Handling Solution. This solution will provide voice and data delivery utilizing emerging technology that will allow agencies to minimize response times and maximize efficiency during 9-1-1 calls. The solution includes hardware and software. Features include on-demand device-based location, enhanced device location attributes, live caller video, silent instant messaging, automated abandoned call management, redundant regional failover, two-way native language voice and text translation, advanced analytics, mapping services, and maintenance. Solution will be implemented throughout South Texas Region (Jim Hogg, Starr, Webb, and Zapata Counties) Funding is available in the Regional 9-1-1 Fund.

BACKGROUND
The City of Laredo approved Resolution 2003-R-066 requesting that the Commission on State Emergency Communications designate the City of Laredo as the administrator of the Region's 9-1-1 Emergency Communication System. At the February 4, 2004 meeting, the Commission on State Emergency Communications designated the City of Laredo as the Administrator for the Region's 9-1-1 System, which became effective March 1, 2004. As administrator for the South Texas Development Council (STDC), the City of Laredo oversees the four-county region of Jim Hogg, Starr, Webb and Zapata. The agreements with these entities are contracted with the City of Laredo beginning September 1, 2023 and ending on August 31, 2025.
