Discussion with possible action, given the City's limited bond capacity and significant needs, to begin the process of considering a variety of propositions for public referendum on needs including but not limited to: water infrastructure and sources/ utilities, public safety, streets, sidewalks and transportation, parks and recreation, libraries, cultural art facilities, and/or economic development, and any other matters incident thereto.
