Concerning a voluntary annexation application by Lucia Elizondo Paez, on behalf of All Carriers, Inc., altering and extending the boundary limits of the City of Laredo, annexing additional territory of 8.55 acres, more or less, located south of FM 1472 and southeast of Thiesel Road. Providing for the effective date of the ordinance, authorizing the City Manager to execute a contract adopting a service plan for the annexed territory, and establishing the initial zoning of M-1 (Light Manufacturing District).
The Planning and Zoning Commission recommended approval of the annexation and initial zoning.
Staff supports the application and initial zoning.

PREVIOUS COUNCIL ACTION
The item was introduced by the Honorable Vanessa Perez at the regular council meeting of February 18, 2025.
Pursuant to Ordinance 2020-O-130, there are two (2) annexation cycles per year.
BACKGROUND
Texas Local Government Code Section 43.0673 requires a public hearing before City Council. The public hearing was held on January 28, 2025. The petition for annexation was presented before the Planning and Zoning Commission on November 17, 2024 for a recommendation. The petition for annexation will subsequently go before City Council for final reading of the ordinance on March 3, 2025.

COMMITTEE RECOMMENDATION
The Planning and Zoning Commission reviewed the proposed annexation and zoning designation on November 17, 2024 and in a 6 to 0 vote, recommended approval of the annexation and initial zoning.
Proposed Use: M-1 (Light Manufacturing District) - Warehousing.
