Public hearing and Introductory Ordinance concerning a voluntary annexation request by David Reuthinger, on behalf of Reuthinger Living Trust, altering and extending the boundary limits of City of Laredo to annex approximately 562.7735 acres of land, more or less, located northwest of FM 1472 and FM 3338 intersection; providing for effective date of the ordinance; authorizing the City Manager to execute a contract adopting a service plan for the annexed territory; and establishing the initial zoning of M-1 (Light Manufacturing District) for approximately 562.7735 acres of land, more or less, as described by metes and bounds in the attached Exhibit "A."
The Planning and Zoning Commission recommended approval of the annexation and initial zoning of M-1 (Light Manufacturing District).
Staff supports the annexation and does not support the initial zoning of M-1 (Light Manufacturing District) for the entire tract. Instead, staff recommends the initial zoning for M-1 (Light Manufacturing District) for an area approximately 2,200 feet in width along and adjacent to the existing M-1 zoning to the west and B-3 (Community Business District) for the remainder of the tract, as shown in the attached Staff Recommendation Exhibit.

PREVIOUS COUNCIL ACTION
Pursuant to Ordinance 2020-O-130, there are two (2) annexation cycles per year.
BACKGROUND
Texas Local Government Code Section 43.0673 requires a public hearing before City Council. The public hearing was held on January 20, 2026. The petition for annexation was presented before the Planning and Zoning Commission on November 6, 2025 for a recommendation. The petition will subsequently go before City Council for final reading of the ordinance on March 16, 2026.
