On April 22, 2025, City Council approved Resolution No. 2025-R-69, authorizing the execution of a Chapter 380 Economic Development Agreement between the city of Laredo and ARMS, LTD. and its affiliate AARAV, LLC for a proposed hotel development project.
BACKGROUND
On April 22, 2025, City Council approved Resolution No. 2025-R-69, authorizing the execution of a Chapter 380 Economic Development Agreement with ARMS, LTD. and its affiliate AARAV, LLC. The applicant has since informed the City that the scope of the proposed project is being revised. The applicant is awaiting TxDOT plans for a proposed interchange near the project site to determine potential impacts to the property’s frontage and access. Once the plans are reviewed, the applicant will coordinate with Marriott to finalize the project scope and obtain the necessary brand approvals.
The applicant has requested to withdraw its current Chapter 380 incentive application rather than proceed with an application that no longer accurately reflects the proposed development. The project continues to move forward and is anticipated to increase in scope. The applicant intends to submit a revised Chapter 380 application once the project scope and necessary approvals have been finalized.
