BACKGROUND
The proposed Multi-Party Agreement establishes the governance, administration, and implementation framework for the proposed regional supplemental water supply project.
While REDICA establishes the regional policy framework, the MPA establishes how the participating entities will coordinate implementation of the project. The agreement addresses governance, budgeting, financial oversight, reserve funding, customer participation, project administration, operational coordination, and implementation responsibilities among the participating entities.
During Management's review, significant revisions were incorporated to strengthen governance, improve financial transparency, clarify budgeting responsibilities, establish appropriate oversight mechanisms, recognize the operational integration necessary among the participating utilities, and preserve flexibility for future implementation agreements.
The MPA establishes the organizational framework necessary to administer the project but does not authorize construction, financing, issuance of debt, or the purchase of water.
Future operational agreements, including water transportation, treatment responsibilities, transmission, metering, maintenance, emergency operations, and other implementation matters, will be addressed through separate agreements as the project advances.
