Consideration for approval of FY22-ENG-27 Manadas Creek Drainage Improvements North Central Park Phase 1C Water Feature Project as complete, including all warranty certificates, release of retainage, and final payment in the amount of $173,400.10 to Azar Services, LLC, Laredo, Texas and approval of change order no. 1, a decrease of $5,337.50. The final construction contract amount is $610,487.30. Funding is available in the Environmental Services Fund - 2019 Environmental Certificate of Obligation Bond.

PREVIOUS COUNCIL ACTION
On August 1, 2022, City Council awarded a construction contract FY22-ENG-27 to the lowest responsible, responsive bidder Azar Services, LLC, Laredo, Texas, in an amount not to exceed $615,824.80 for the Manadas Creek Drainage Improvements North Central Park Phase 1C Water Feature, which consist of constructing a concrete wall to serve as a check dam including a concrete pavement driveway with a low water crossing, a segment of reuse water line, three segments of irrigation line and an excavated pond lined with large grade limestone aggregate, with a construction contract time of 120 calendar days.
On July 27, 2020, the City Manager authorized to execute an Engineering Services
contract in the amount of $506,873.00 with Gilpin Engineering Company, Laredo,
Texas, for survey, design and specifications, cost estimates, bidding and construction
services of improvements to Manadas Creek and detention pond(s). These
improvements include a pilot channel, check-dams, and maintenance trails, and
hydrologic and hydraulic studies along Manadas Creek as well as $150,000.00
(included in the $506,873.00) for submittal of CLOMR and LOMR studies and
applications FEMA as a contingency allowance. Funding is available in the 2019
Environmental CO Bond
