PREVIOUS COUNCIL ACTION
On November 6, 2023, City Council awarded construction contract FY23-ENG-27 to the lowest responsible, responsive bidder ALC Construction Co., Inc., Laredo, Texas, in an amount not to exceed $127,247.50 for CDBG District 3 Sidewalk Project for the total base bid amount including a contingency allowance. The project consists of constructing reinforced concrete sidewalks along Marcella Ave. from Guerrero St. to Corpus Christi St. (4 Blocks). The construction contract time for the project is 60 working days. Funding is available in the 2021 and 2022 CDBG grant years.

BACKGROUND
This project consists of constructing a series of concrete sidewalks that include the following: 5,000 SF. of concrete sidewalks, 3 ADA ramps, 1,150 SF of driveway area, mailbox relocation, traffic sign relocation, and concrete and tree removal. Construction contract time for the project is (60) working days.
Three (3) bids were received at the City Secretary's office on or before Thursday, October 19, 2023, at 4:00 P.M. The bids received were publicly opened, read and taken under advertisement on Friday, October 20, 2023, at 11:30 A.M.
The three (3) bids and bid bonds received were reviewed by the Engineering Department, and attached is the letter of recommendation:
