BACKGROUND
The City's current Purchasing Policy was last updated in 2019. Since that time, state purchasing laws, City ordinances, and public procurement standards have evolved substantially. The new policy ensures compliance with local, state, and federal law, and incorporates the City's Local Preference Program, establishes updated approval and bidding thresholds, and strengthens internal purchasing controls.

The updated policy represents a complete revision of the City's purchasing and procurement framework to ensure consistency with the Texas Local Government Code, Chapter 252, which governs purchasing and contracting authority of municipalities, and Chapter 271, which addresses cooperative purchasing. The policy has also been revised to align with Ordinance 2025-O-219, which establishes the City's Local Preference Program, promoting opportunities for qualified local vendors and contractors in municipal procurement processes.
