Consideration for approval of Amendment No. 3, an increase in the amount of $77,021.00 to the professional services contract with Crane Engineering, Laredo, Texas for the City of Laredo Riverbend Hike & Bike Trail Project - Phase 1 Rebid. Amendment No. 3 includes rebid letting services, construction phase services, and project closeout. Current contract amount with this amendment is $142,928.18. Funding is available in the Environmental 2019 Certificate of Obligation Bond.

PREVIOUS COUNCIL ACTION
On October 7, 2019, City Council authorized the Co-Interim City Managers to sign Amendment 2, for the additional engineering services contract with Crane Engineering- Laredo, Texas in the amount of $37,607.18. The total contract amount with this amendment is $65,907.18 for the Riverbend Project. Amendment #2 proposes to perform an update to proposed trail design, design a parking lot and educational lookout, prepare plans, specifications, and cost estimates as well as provide bidding phase services. Funding is available in the 2015 C.O. Bond.
BACKGROUND
The City of Laredo proposes to improve accessibility and promote the development of an environmentally friendly ecosystem by constructing 2,200 LF of hike and bike trial, a pre-engineered outdoor gazebo, bird observation decks, and related appurtenances.
