A Resolution of the City Council of the City of Laredo, Texas, authorizing the City Manager to submit a grant application in the estimated amount of $76,000.00 to the Office of the Governor, Public Safety Office, Criminal Justice Division for the FY2026 General Victim Assistance Program Grant under the Victims of Crime Act (VOCA) for the period of October 1, 2025 through September 30, 2026. This grant will fund training, supplies, and contractual services affiliated with the grant program. The 20% required match for the City of Laredo is approximately $15,200.00, from General Fund. Grant funding will be available in the Special Police Fund.

BACKGROUND
This General Victim Assistance Program Grant is offered through the Office of the Governor, Public Safety Office, Criminal Justice Division. The purpose of this program is to provide services and assistance directly to victims of crime to speed their recovery and aid them through the criminal justice process. Services may include: responding to the emotional and physical needs of crime victims; assisting victims in stabilizing their lives after a victimization; assisting victims to understand and participate in the criminal justice system; and providing victims with safety and security. Federal funding is authorized for these projects under the Victims of Crime Act of 1984 (VOCA) and under the Violence Against Women Act of 2013. All awards are subject to the availability of appropriated federal funds and any modifications or additional requirements that may be imposed by law.
