For mutual benefit due to unforeseen economic changed circumstances, the cost of providing management services has increased. The LTMI’s budget can accommodate the proposed increase.

PREVIOUS COUNCIL ACTION
On 01/06/2022, City Manager approved contract FY22-015 - Transit Management Services Contract to the sole bidder Hendrickson Transportation Group (HTG), of Waco, Texas, and to authorize City Manager to negotiate a management agreement for the City’s Transit System for a term of five (5) years beginning February 1, 2022, with one option to renew for an additional five (5) years. Funding for this contract is available in the El Metro Operations Fund.
BACKGROUND
The City of Laredo went out on formal solicitations for Request for Proposals (RFP)
FY22-015 for a new Transit Management Services Contract. RFP Solicitations were
open for over 50 days and advertised on City of Laredo's website as well as on LMT,
our local newspaper; several transit management service companies were also sent
electronic email invitations to review and submit proposals. There was one (1) sole bid
submittal received from Hendrickson Transportation Group (HTG), Waco, Texas. H.T.
Group's submittal has been reviewed and thoroughly evaluated by City Staff and it has
been deemed a complete, responsive/responsible proposal. City Staff supports and
recommends the award of this contract.
