A Resolution of the City Council of the City of Laredo, Texas, authorizing the City Manager to submit a grant application in the amount of $50,000.00 to the Office of The Governor, Public Safety Office, Criminal Justice Division, to fund the FY2026 Project Safe Neighborhoods (PSN) Program for the period of October 01, 2025 through September 30, 2026. This funding will provide overtime funds for details which will utilize target enforcement techniques against criminal and transnational organizations responsible for violent criminal activity. No local match is required. Grant will be accounted for in the Special Police Fund.

BACKGROUND
The purpose of Project Safe Neighborhoods Program is for projects that are designed to create and foster safer neighborhoods through sustained reduction in violent crime, including addressing criminal gangs and felonious possession and use of firearms. Funds may only be used to foster and improve existing partnerships between Federal, State, and local agencies, entities representing members of the community affected by increased violence, and researchers to sustain safer neighborhoods through reductions in violent crimes. Federal funds are authorized under 34 U.S.C. §60702 Project Safe Neighborhoods Block Grant Program (PSN). All awards are subject to the availability of appropriated federal funds.
