Authorizing the city manager to enter into and execute an Inter-local agreement between the Laredo Independent School District and the City of Laredo for joint use of certain outdoor recreational facilities, namely, Albert Ochoa Baseball Park, Freddie Benavides Baseball Field, Cigarroa Recreational Sports Complex Tennis Courts and Multi-Purpose Field, George Pappas Tennis Courts Complex, Inner City Swimming Pool and Kawas Elementary Parking Lot, also to amend and consolidate several previous Inter-local agreements, namely, Farrias Elementary Ryan Elementary, C.L. Milton Elementary and Don Jose Gallego Elementary; promoting physical fitness for the students and the general public, through the previously installed playgrounds and exercise equipment at the City's expense.

PREVIOUS COUNCIL ACTION
The various agreements for playgrounds and exercise equipment were approved by council as of 2014. The Joint Use Agreement for the outdoor recreational facilities was last approved by city council on August 5, 2019.
BACKGROUND
Both agreements were presented and approved by the LISD Board on January 29, 2026.
City and District agree that joint utilization and maintenance of outdoor recreational facilities would have the effect of (1) enhancing the recreational assets of both the City and the District; (2) reducing the operating costs of each entity, (3) offering more recreational opportunities to area residents, (4) presenting a unique opportunity for partnership in providing community recreation needs.
