A resolution of the City Council of the City of Laredo, Texas, authorizing the City Manager to submit an application to the American Society for the Prevention of Cruelty to Animals (ASPCS) for the 2026 Grants for Shelters and Spay/Neuter Clinics - Major Capital Project Program Grant, in the total estimated amount of up to $500,000.00, with no match for the City of Laredo Public Health Department - Animal Care Services, grant period to be determined by the ASPCA upon award, and further authorizing the City Manager to execute all documents resulting from the award of this grant. Any funding as a result of this application will be appropriated in the Laredo Public Health Department Fund - 2026 Grants for Shelters and Spay/Neuter Clinics - Major Capital Projects Program Grant.

BACKGROUND
The City of Laredo Public Health Department wishes to apply for grant funding through the American Society for the Prevention of Cruelty to Animals (ASPCA) under the 2026 Grants for Shelters and Spay/Neuter Clinics - Major Capital Projects program. Through this opportunity Laredo Public Health Department - Animal Care Services will be able to support the development and expansion of the City of Laredo Public Health Department's Spay and Neuter Clinic, increasing the availability of affordable sterilization services for owned pets, shelter animals, and community cats. By expanding local spay and neuter capacity, the project will help reduce pet overpopulation, decrease shelter intake, improve animal health and welfare, and promote responsible pet ownership throughout the community.
