Authorizing the City Manager to award a contract for the Sombreretillo 12-Inch Forcemain Project and the Panamerican Lift Station Elimination Project to the sole bidder, Spiess Construction Company, Inc. of El Paso, Texas, in the amount of $5,223,775.00, for the provision of all necessary machinery, equipment, labor, supervision, and related appurtenances required for the projects. Funding for this project is available from the 2024 Sewer Revenue Bond.

BACKGROUND
The Sombreretillo Lift Station currently discharges into the Panamerican Lift Station, which conveys flow along Mines Road. As TxDOT plans to widen the roadway, the existing forcemain is in conflict with the proposed improvements and must be rerouted. Rerouting the forcemain to an alternate discharge point will allow for the elimination of the 26-year-old Panamerican Lift Station, which would otherwise require extensive renovations to remain operational.
