Title: A Resolution of the City of Laredo to nominate Council Member Gilbert Gonzalez as the City of Laredo's candidate to serve on the Webb County Appraisal District Board of Directors for the 2026-2029 Year Term commencing on January 1, 2026 as per the passage of Senate Bill 2 of the 88th Legislature in 2023 and Section 6.03 of the Texas Property Tax Code, and directing the City Secretary to transmit a copy of this resolution to the Chief Appraiser of the Webb County Appraisal District before October 15, 2025. City Council will cast its 1,039 votes in any manner it wishes for those individuals listed on the ballot provided by the Chief Appraiser prior to December 15, 2025.

PREVIOUS COUNCIL ACTION
On September 15, 2025, City Council motion to nominate Council Member Gilbert Gonzalez as the City of Laredo's candidate to serve on the Webb County Appraisal District Board of Directors for the 2026-2029 Year Term commencing January 1, 2026 as per Senate Bill 2 and Section 6.03 of the Texas Property Tax Code.

BACKGROUND
With the passage of Senate Bill 2 and under its provisions, the Terms are now staggered and two (2) of the five (5) directors served a one-year term, and three (3) of the five (5) directors served a three-year term, and the candidates selected began their term in January 1, 2025. The City of Laredo's Board Member was selected to serve a one year term starting on January 1, 2025 and will now serve a four year term commencing January 1, 2026. The Chief Appraiser of the Appraisal District must submit the total number of votes to each taxing unit eligible to vote for the Board of Directors.

Before October 15, 2025, the City Council must nominate and deliver to the Chief Appraiser the name/s of those person/s nominated. This year, the City is entitled to 1,039 votes that may be used to elect one to five candidates. The number of ...
