Title: Authorizing the City Manager for the award of RFQ 2026-047 Engineering, Planning, Design, Procurement, Construction and Project Management contract for a new Drinking Water and Wastewater Laboratory to Sepulveda Associates Architects, Inc. This will be a capital expense and is related to improving and extending the City of Laredo combined Waterworks System and Sewer System. The term of this contract shall be for a period of twenty four months. The location of the laboratory will be evaluated by the awardee and will be built on city owned property as required. Funding is available in the Waterworks and Sewer System Funds - 2024 Water and Sewer Revenue Bonds.

PREVIOUS COUNCIL ACTION
BACKGROUND
During the September 15, 2025, City Council meeting, it was determined that third-party contracting for certain water and wastewater sampling is currently necessary, as the Utilities Department does not have the capability to perform all required sampling and analysis in-house.

To address this limitation and enhance operational efficiency, the Utilities Department is in the process of developing its own water and wastewater laboratory. Once completed, this facility will allow the department to conduct sample analysis internally, improving turnaround times and reducing reliance on external contractors.
