Authorizing the City Manager to accept and execute grant number TX-2025-107 in the amount of $1,153,412.00 from the Federal Transit Administration (FTA) for Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities. Funding is available in the Transit System Capital Grants.
Breakdown of the grant amount is as follows:
- FY2023 FTA share $255,948 Local Match $63,987 - 80/20 for software and equipment purchases.
- FY2024 FTA share $258,831 Local Match $45,676 - 85/15 for Replacement of vans purchases.
- FY2025 FTA share $264,485 Local Match $264,485 - 50/50 for Operating Assistance.

PREVIOUS COUNCIL ACTION
On June 16, 2025, the Laredo Mass Transit Board approved to submit this grant application to the Federal Transit Administration.
BACKGROUND
The FTA Section 5310 program, also known as the Enhanced Mobility of Seniors and Individuals with Disabilities Program, provides federal grants to states and local governments to improve mobility for seniors and individuals with disabilities by expanding transportation options and removing barriers. This program focuses on addressing the transportation needs of these groups when public transportation is unavailable, insufficient or inappropriate.
