Authorizing the City Manager to accept and execute the Texas Department of Transportation State Urban Grant No. STATE-U-2025-LAREDO-00069 for fiscal year 2026 in the amount of $603,669.00. This grant provides financial assistance with the operating expenses for El Metro fixed-route and El Lift prevention maintenance. The grant period will be from October 1, 2025 to September 30, 2026. There is no local match required for this grant. Funding is available in the Transit State Operating Grant Fund.

BACKGROUND
On July 31,2025, the Texas Transportation Commission approved the minutes to award $97,714,109.00 in state and Federal Transit Administration (FTA) program funds to support a variety of public transportation needs in rural and urbanized areas of the state. An award of $5,182,847.00 of these state funds were designated to the transit district serving the large urbanized areas, of which Laredo is included.
